This article gives a brief overview of how to use the tools in Crelate to help with your EEOC and VEVRAA compliance tracking. These tools help you collect, view, and report on your compliance data. Pre-hire surveys are available on Business and higher plans, and post-hire surveys require the Hire module.
Note: EEO and related requirements are complex and vary by employer and location. Recent court rulings have resulted in major changes in this area, so we advise consulting your own legal counsel before using these features. If your organization is a federal contractor, we recommend reviewing your compliance settings to confirm each survey is enabled as you intend.
Enabling Compliance Surveys
As an Admin, go to Settings | Compliance | Compliance Settings.
Each compliance survey can be turned on independently, so you only need to enable the surveys that apply to your organization. The page is organized into three sections: Pre-Hire Applicants, Post-Hire Onboarding Checklists, and Pass Reasons.
Pre-Hire Applicants
Turn Pre-Hire Compliance on, then choose which surveys to present to applicants who apply through the Jobs Portal:
Gender & Ethnicity Survey (EEOC) – Applicants are presented with a Pre-Hire Voluntary Self-Identification of Equal Employment Opportunity form.
Veteran Status Survey (VEVRAA) – Applicants are presented with a Pre-Hire Voluntary Self-Identification of Veterans form.
Pre-hire surveys are only shown to applicants for Jobs located in the United States, based on the country set on the Job. A Job with no country set is treated as United States.
Pre-hire surveys are available on Business and higher plans.
Post-Hire Onboarding Checklists
Turn Post-Hire Compliance on to present a Post-Hire Voluntary Self-Identification form to workers in the Employee Portal when they are onboarded via a checklist.
Post-hire surveys require the Hire module. If the Employee Portal onboarding checklist is not enabled for your organization, this setting is unavailable, but a survey that is already on can still be switched off.
Pass Reasons
Pass Reason is configured separately from your compliance surveys and can be set to Disabled, Optional, or Required. Turning on Pre-Hire Compliance sets Pass Reason to Required to keep your existing behavior, and you can change it at any time.
Pass Reason settings are available on Business and higher plans.
Job Portal Classification
Once Pre-Hire Compliance is on, you have the option to add an EEOC Job Classification when publishing. This can help with EEOC reporting. The Job Classifications are based on the following list: EEO-1 Job Classification Guide
Upon successfully applying for a position on the portal, applicants will be presented with the survey(s) you have enabled.
IMAGE UPDATE NEEDED: Replace the screenshot below with the updated candidate-facing survey (new EEO and disability wording, no preselected answers).
The surveys are completely optional and do not prevent an individual from applying. The applicant can exit the survey at any time and can skip any question. Disability, veteran, and consent questions do not have an answer preselected, so every response comes from the candidate. Crelate will record which forms were presented to the applicant and whether they chose to decline the survey or answer.
Creating and Editing EEOC Survey Responses
Users with EEO Viewing and Editing privileges can view specific EEO Survey Responses and even create new ones in lieu of the candidate. You can view this data by going to a contact record, clicking the This Contact dropdown on the top and then selecting EEOC Details.
In the Compliance Form Dialog, users who have Edit permissions can edit the answers to existing forms or create new forms and fill it out on behalf of the candidate. Crelate will keep track and list who the last person, whether it was a user in the org or the applicant themselves, who edited or answered the question.
Giving Access to EEO Fields
Admins automatically have access to EEO fields by default. When Pre-Hire Compliance is turned on, a special role is created within the organization called the EEO User. This role has all the required permissions necessary to view/edit and process EEO Surveys and reports. This role can be assigned from the Users settings page.
Additionally, None/Read/Full access to EEO Fields can be directly configured on custom user role groups in the User Roles tab in the advanced Settings. The toggles to the EEOC Fields can be found under Misc.
The EEO Report
A generic EEOC Report will be pre-generated when Pre-Hire Compliance is turned on, however users can add, edit and configure the EEO reports as needed. For a full view on EEOC reports, we recommend viewing the video at the top of this article!
